Carroll County hugs the Mississippi River in northwest Illinois. Mount Carroll is the county seat, which is a town with Victorian architecture. Rolling hills and limestone bluffs define the landscape.
The county is known for its scenic beauty. Savanna Army Depot turned into a nature preserve. Farmers raise corn, soybeans, and cattle with tourism growing too.
